Liberto, Assistant City Attorney <br />QUESTION: On July 13, 1973, the Santa Ana Human Relations <br />Commission held a meeting on which date there <br />was a total membership of 11 members (out of <br />15 members authorized) and at which meeting <br />six members were present. With six members <br />being the actual majority of 11 total members, <br />was a quorum present for conduction of the <br />business of the Human Relations Commission? <br />- ANSWER: Yes, the quorum of a standing advisory committee <br />of the City Council consists of a majority of <br />total actual members in the absence of by-law <br />provision to the contrary. <br />aV~l YCTC <br />On July 13, 1973, the Human Relations Commission, with a <br />total. number of members of 11, held a meeting at which six members <br />were present. At that meeting certain advisory action was taken, <br />to wit: a motion was made to adopt the resolution approving the <br />affirmative action program instituted by the City Council which motion <br />was defeated and a motion was made that the Commission direct a <br />sub-committee to go before the City Council to request an extension <br />of time for submission of advice regarding the Affirmative Action <br />program, which motion passed. An additional motion was made <br />that the Commission have the Youth and Education Committee offer <br />their services to the Aguilar family and to be present at a memorial <br />rally for the Aguilar boy, which motion passed. <br />110 <br />
