Opinion No. 74-21 <br />Page Four . <br />specify that the Community Redevelopment Agency may use those <br />funds for the purchase of lease and operation of land for off- <br />street parking within the Project Area. As we understand it, <br />this will be one of the primary uses of Community Redevelopment <br />Agency monies'. <br />' RECOMMENDATION <br />It is recommended that the City Council simply authorize, <br />by resolution, the transfer. of all monies from the Parking Meter <br />Fund to the general fund to be applied for all of the earmarked <br />purposes specified in S.A.M.C. Section 36-406. The general fund <br />monies now being used for Section 36-406 purposes could thus <br />be freed to be lent to the Community Redevelopment Agency for <br />Agency purposes. Mr. Don Callahan, an associate of our City <br />Auditor stated to me this date by telephone, that the above <br />described transfer, earmarked as specified, would be a proper <br />one. This method will eliminate the necessity of a code amend- <br />ment and will as well avoid the question of improper use of the <br />parking meter fund monies. It appears that at such time as <br />the Redevelopment Agency repays the loan from .the general fund, <br />the. repayment proceeds may be placed back into. the parking meter <br />fund. <br />Respectfully submitted, <br />James A.
