Conkey, Deputy City Attorney <br />QUESTION: Can the City legally enforce the restrictive <br />parking in certain stalls in the Civic Center <br />parking area under the authority of Section <br />36-147 of the Santa Ana Municipal Code <br />without City Council action? <br />ANSWER: No. Section 21113(d) of the California <br />Vehicle Code requires the City Council to <br />set forth, at a meeting open to the general <br />public any change in regulations affecting <br />the use of vehicles on property under the <br />control of the City. <br />BACKGROUND <br />The City proposes to establish seven (7) reserved parking stalls. <br />along the east wall of the parking area under the Plaza of the <br />Flags, signs to be permanently attached to the wall, .two signs <br />at the north end where the Mayor's and Vice Mayor's signs are <br />now installed, and five signs to the immediate south of the <br />above two signs; signs to be a minimum size of 17 inches by 22 <br />inches with lettering a minimum of one inch in height and in- <br />scribed as follows: <br />
