<br />Aging is one of the most
<br />significant factors
<br />influencing workforce
<br />dynamics. The population
<br />aged 65 and over is
<br />expected to grow
<br />substantially, with the 70–
<br />84 age group increasing by
<br />19% to 31%. This trend
<br />underscores the rising
<br />demand for healthcare and
<br />social assistance services.
<br />Conversely, younger age
<br />cohorts are shrinking, with
<br />notable declines in children
<br />aged 5–9 (-20%) and
<br />young adults aged 30–34 (-
<br />14%)11. These shifts pose
<br />challenges for maintaining
<br />a strong workforce pipeline in industries such as construction, manufacturing, and
<br />technical services, which are already grappling with labor shortages.
<br />
<br />Racial and ethnic demographics also reveal
<br />significant shifts between 2023 and 2030. The
<br />White, non-Hispanic population is projected to
<br />experience the largest decline, decreasing by
<br />152,753 individuals (13%) and accounting for
<br />33.42% of the total population in 2030. Similarly,
<br />the White Hispanic population is anticipated to
<br />decline by 17,386 individuals (2%), representing
<br />31.54% of the population12. These groups remain
<br />the largest racial and ethnic cohorts, though they
<br />highlight significant changes in Orange County’s
<br />demographic makeup.

<br />In contrast, the Asian, non-Hispanic population is projected to grow significantly,
<br />increasing by 69,331 individuals (10%) and comprising 26.05% of the population in 2030.
<br />Other smaller groups, such as those identifying as Two or More Races (Non-Hispanic and
<br />Hispanic), are also expected to grow, with 10% and 9% increases, respectively. The
<br />Black, non-Hispanic population is projected to increase modestly by 5%. At the same
<br />time, more minor shifts are noted in other groups, including declines in Native Hawaiian
<br />or Pacific Islander and American Indian or Alaskan Native populations13.
<br />
<br />Linguistic diversity adds another layer of complexity to Orange County's workforce
<br />dynamics. While 53.1% of residents speak only English, 46.9% speak a language other
<br />than English at home. Spanish is the most commonly spoken non-English language,
