CITY OF SANTA ANA <br />SCOPE OF SERVICES <br />Consultant shall perform services as set forth below. <br />A. General Planning and Reporting <br />1. Before commencing work, Consultant shall meet with City staff to: <br />a. Clarify the intended goals and purpose(s), <br />b. Gain an understanding of City operations, and <br />c. Establish responsibilities. <br />B. Essential duties include but are not limited to: <br />GASB 87 and GASB 96 <br />a. Data collection <br />b. New contracts/agreements review <br />c. Review status of existing contracts/agreements <br />d. Update a comprehensive list of all agreements reviewed and indicate whether <br />they are reported in the ACFR and provide reasons and documentation to <br />support the decision <br />e. Selection and review of discount rate using a template provided by DebtBook <br />f. Update data in DebtBook <br />g. Preparation of journal entries and ACFR footnote disclosure using DebtBook <br />2. GASB 101 <br />a. Review the City's current practice and compensated absences liability <br />b. Determine the most appropriate methodology to implement the new standards <br />c. Data collection including determining historical trends, information about <br />current and expected future eligibility and usage <br />d. Calculation of year-end compensated absences <br />e. Preparation of year-end schedules, journal entries, and footnote disclosure <br />f. Annual review and update <br />3. Supplemental services contingent upon availability of funds: <br />a. Assist City staff with implementation of future GASB pronouncements <br />b. Review, update, or draft policies and procedures related to GASB <br />implementation. <br />C. Subcontracting <br />Should any firm submitting a proposal consider subcontracting portions of the engagement, <br />that fact must be clearly identified in the proposal along with the name of the proposed <br />subcontractor(s). Following the award of the audit contract, no additional subcontracting will <br />be allowed without prior written consent by the City's Executive Director of Finance and <br />Management Services. <br />City of Santa Ana RFP No. 25-025 Page 18 of 33 <br />
