The <br /> City Council must take immediate action—the people of Santa Ana deserve justice when officers kill, harass, or <br /> withhold vital information from the community. <br /> On December 1, 2024,two SAPD officers, Luis Casillas and Isaac Ibarra, shot and killed Noe Rodriguez, <br /> despite the fact that he only spoke Spanish and could not understand their English commands. Officer Casillas <br /> fired 18 rounds, and Officer Ibarra fired 11. Noe's family—including his two young daughters—has been left <br /> devastated, yet the department has refused to provide them with a complete police report. Body camera footage <br /> reveals that Noe posed no threat, yet the officers continued shooting as he fell to the ground. His family is <br /> demanding justice: Casillas and Ibarra must be held accountable for this killing,just as any civilian would be. <br /> They should face criminal charges, and I stand with the family in this demand. The City Council must act to <br /> ensure justice is served. Allowing these officers to remain on patrol, endangering more lives, is unacceptable. <br /> Additionally, I am deeply troubled by Ben Camacho's recent report exposing SAPD's secrecy regarding ICE <br /> collaboration. Since January, SAPD has received 42 notifications from ICE about enforcement actions in Santa <br /> Ana—yet this information was withheld from the public, the City Council, and even the Police Oversight <br /> Commission when Chief Robert Rodriguez and Commander Jorge Lopez were directly questioned. Under the <br /> Trump administration's aggressive anti-immigrant policies, transparency is critical, especially in a city where <br /> 46% of residents are immigrants. Many in our community live in fear, afraid to leave their homes. SAPD must <br /> immediately alert the public about any ICE-related communications to protect residents from detention or <br /> deportation. <br /> The people of Santa Ana deserve better. They deserve a City Council that will stand up for justice when police <br /> kill residents without consequence and conceal information that threatens community safety.
