City Manager’s Office <br />www.santa-ana.org/cm <br />Item # 8 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br /> Staff Report <br />June 3, 2025 <br />TOPIC: Federal Funding Update <br />AGENDA TITLE <br />Federal Funding Update <br /> <br />RECOMMENDED ACTION <br />Receive and file. <br />GOVERNMENT CODE §84308 APPLIES: No <br />DISCUSSION <br />During the Budget Work Session on May 20, 2025, staff received a request for a <br />breakdown of the City’s federal funding. <br />Staff has attached the Expected FY25-26 Federal Funding by Program (Exhibit 1), <br />including the staff positions charged to each. Exhibit 1 also includes early estimates of <br />potential carryovers from FY24-25, subject to City Council approval on or before <br />October 7, 2025. Exhibit 1 includes amounts totaling $167,207,578 for a combination of <br />contracted services and 55.5 full-time equivalent staff positions. <br />A second list has been attached to this report detailing Federal Grants for <br />Transportation Projects from Public Works (Exhibit 2). Some of the grants on Exhibit 2 <br />have been awarded and are part of the City’s budget; and other grants are in process, <br />meaning the City has or plans to apply for the grant. Exhibit 2 identifies grant amounts <br />totaling $145,250,727. <br />There is approximately $1.3 million of overlap between Exhibit 1 and Exhibit 2, primarily <br />for the Bristol Bike Lanes from 1st to Civic Center. <br />FISCAL IMPACT <br />There is no fiscal impact associated with the recommendation. Exhibit 1 and Exhibit 2 <br />identify funding that could be at risk if the federal government takes action to eliminate <br />the programs and/or earmarks for Santa Ana.
