81 <br /> <br />Most immediate needs of residents of Public Housing and Housing Choice <br />voucher holders. <br />The most pressing need for HCV holders is affordable housing. This is evidenced by the <br />fact that some households have been waiting for housing for almost three years as of the <br />completion of this Consolidated Plan. <br />Beyond the need for affordable housing, resident may also need additional access to <br />service programs such as: <br />- Job training and placement, <br />- Youth employment and educational programs, <br />- Childcare services, <br />- Transportation, and <br />- Medical facilities near affordable housing. <br />How do these needs compare to the housing needs of the population at large? <br />The needs experienced by SAHA residents are similar to the needs of very low-income and <br />low-income households throughout the City of Santa Ana. <br />Discussion <br />The SAHA implements a variety of strategies to address the need for affordable housing. <br />The core strategies include maximizing affordable housing opportunities through <br />continuous program and management improvement and leveraging CDBG and HOME <br />resources. <br /> <br />EXHIBIT 1
