104 <br /> <br />MA-20 Housing Market Analysis: Condition of Housing – <br />91.210(a) <br />Introduction <br />Assessing the age and physical condition of housing in Santa Ana forms the basis of <br />strategies to maintain and improve housing quality for low- and moderate-income <br />residents. For this assessment, the ACS defines a “selected condition” as owner- or renter- <br />occupied housing units with at least one of the following conditions: 1) lacking complete <br />plumbing facilities; 2) lacking complete kitchen facilities; 3) more than one occupant per <br />room; and 4) selected monthly housing costs greater than 30 percent of household income. <br />Approximately half of both renter- and owner-occupied units have one or two selected <br />conditions. <br />Definitions <br />Substandard housing is housing that does not meet the minimum standards contained in <br />the State Housing Code (i.e., does not provide shelter, endangers health, safety or well- <br />being of occupants). A substandard condition is one that adversely affects habitability of <br />the housing unit. As defined by California Health and Safety Code, a substandard condition <br />exists to the extent that it endangers the health and safety of its occupants or the public. <br />Such conditions include: <br />- Inadequate sanitation <br />- Structural hazards <br />- Any nuisance that endangers the health and safety of the occupants or the public <br />- All substandard plumbing, wiring, and/or mechanical equipment, unless it <br />conformed to all applicable laws in effect at the time of installation and has been <br />maintained in a good and safe condition <br />- Faulty weather protection <br />- The use of construction materials not allowed or approved by the health and safety <br />code <br />- Fire, health and safety hazards (as determined by the appropriate fire or health <br />official) <br />- Lack of, or inadequate fire-resistive construction or fire-extinguishing systems as <br />required by the health and safety code, unless the construction and/or systems <br />conformed to all applicable laws in effect at the time of construction and/or <br />installation and adequately maintained <br />- Inadequate structural resistance to horizontal forces <br />- Buildings or portions thereof occupied for living, sleeping, cooking, or dining <br />purposes that were not designed or intended to be used for such occupancies <br />EXHIBIT 1
