Housing over 30 years of age can be presumed to need some form of <br />major rehabilitation, such as roof replacement, foundation work and plumbing systems. <br />Housing over 20 years of age will generally exhibit deficiencies in terms of paint, <br />weatherization, heating/air-conditioning systems, hot water heaters and finish plumbing <br />fixtures. Housing values in Santa Ana have increased significantly over a relatively short <br />period of time. Longtime homeowners, especially the elderly and disabled, are more likely <br />to have fixed and limited incomes and may have difficulty maintaining their homes. <br />The housing stock in Santa Ana is dated; 80 percent of housing units were constructed <br />before 1980 according to 2016-2020 CHAS data. About 15 percent of owner- and renter- <br />occupied housing in Santa Ana was built 30 to 40 years ago between 1980 and 1999. There <br />are 24,850 households with at least one member over the age of 62 and 16,790 of whom <br />have household incomes at or below 80 percent AMI, according to 2016-2020 CHAS data. <br />There are approximately 12,148 people aged 18 to 64 with disabilities, according to 2016- <br />2020, ACS 5-Year estimates. These households may be presumed to have fixed incomes. It <br />is reasonable to anticipate a significant number of housing units in need of repair and a <br />significant number of households will need financial assistance to complete those repairs. <br />Estimated Number of Housing Units Occupied by Low- or Moderate-Income <br />Families with LBP Hazards <br />Any housing built before 1978 may contain lead-based paint. If ingested, lead may cause <br />severe damage to young children including decreased growth, learning disabilities, <br />impaired hearing, hyperactivity, nerve and brain damage. Lead attacks the central nervous <br />system, the neurological system, and can cause brain damage, IQ reduction, learning <br />disabilities, decreased attention span, hyperactivity, growth inhibition, comas, seizures, <br />and in some cases, death. Fetuses may also experience significant adverse effects through <br />prenatal exposure. Children are more susceptible to the effects of lead because their <br />EXHIBIT 1
