141 <br />Affordable <br />Housing Type <br />Market Characteristics that will influence the use of funds available for <br />housing type <br />Rehabilitation This housing stock in Santa Ana is dated; 80 percent of housing units were <br />constructed before 1980 according to 2016-2020 CHAS data. This indicates <br />a significant need for rehabilitation. The City will aid rehabilitation of <br />residential housing units. Preservation of the physical and functional <br />integrity of existing housing units occupied by low- and moderate-income <br />households is a cost-effective way to invest limited resources to retain <br />existing housing units that are already affordable to low- and moderate- <br />income households in the community. Addressing substandard housing <br />conditions through housing preservation activities provides that all <br />economic segments of the community have the means to ensure that their <br />property meets local standards. <br />Acquisition, <br />including <br />preservation <br />As the Needs Assessment and Market Analysis in this document have <br />clearly shown, thousands of Santa Ana households are crowded, <br />overcrowded, and cost burdened and likely eligible for newly acquired and <br />rehabilitated affordable housing units. This is a relatively cost-effective way <br />to make incremental increases affordable rental and homeownership <br />housing stock. As funding is available to properly support this type of <br />project the City will invest in acquisition rehabilitation. <br />EXHIBIT 1
