As such, should the City’s allocation be greater or less than the amount anticipated <br />the difference will be applied equally across all projects. <br />Summary of the objectives and outcomes identified in the Plan needs <br />assessment Overview <br />The 2025-2029 Consolidated Plan is grounded in a comprehensive, data-driven needs <br />assessment and market analysis, combined with insights gathered from residents, <br />community organizations, and other local stakeholders. This approach ensures CDBG, <br />HOME, and ESG funds are directed toward high priority needs that align with the City’s <br />goals. <br />Based on this, the City has identified 10 priority needs, which will be addressed through six <br />goals over the five-year period. These goals establish a clear framework for the allocation <br />of CDBG, HOME, and ESG funds which ensure investments produce meaningful results. <br />Each goal is tied to measurable outcome indicators which allow the City to track progress, <br />assess performance, and evaluate the impact of HUD-funded activities. The following table <br />summarizes the goals, priority needs, and expected five-year outcomes. <br />EXHIBIT 1
