62 <br />PR-15 Citizen Participation <br />Summary of citizen participation process/Efforts made to broaden citizen <br />participation <br />Summarize citizen participation process and how it impacted goal setting <br />The City of Santa Ana conducted a comprehensive citizen participation process to ensure <br />the 2025-2029 Consolidated Plan reflects community needs and priorities. The public <br />engagement process was designed in accordance with the City’s Citizen Participation Plan <br />(CPP) and HUD regulations (24 CFR 91.105), ensuring residents, local organizations, and <br />community stakeholders had meaningful opportunities to participate in shaping the City's <br />housing and community development strategies. <br />The Community Development Agency led outreach efforts, emphasizing broad public <br />engagement, particularly among low- and moderate-income residents, individuals with <br />disabilities, racial and ethnic minorities, non-English-speaking populations, and public <br />housing residents. The City also actively consulted with local and regional institutions, <br />businesses, developers, non-profit and faith-based organizations, the Continuum of Care <br />(CoC), and philanthropic entities to ensure a coordinated and holistic approach to <br />addressing housing and community development needs. <br />To identify and prioritize community needs, the City developed and distributed a survey to <br />gather input on housing, community, and economic development needs. The survey was <br />available in English, Spanish, and Vietnamese online and in paper format at various public <br />facilities. The survey received 103 responses. A summary of the survey and responses is in <br />Appendix B. <br />In the Fall of 2024, five publicly noticed meetings were held to obtain the views of the <br />community on the City’s housing and community development needs. The first public <br />hearing was held on October 22, 23 and 24, 2024, in the morning afternoon and evening at <br />four different locations throughout the City. A public hearing to adopt the Consolidated <br />Plan and first year Annual Action Plan is scheduled for June 3, 2025, at 5:00 PM, at City Hall. <br />Public notices for public hearings, meetings, the survey, and the 30-day comment period <br />were published in a medium of general circulation in the City. Additionally, the City used <br />social media platforms such as Facebook and Instagram to advertise the opportunities to <br />participate. At each step in the process, the City was careful to ensure that low‐ and <br />moderate‐income residents, members of minority groups, agencies involved in the <br />provision of services to these populations, and others who are directly impacted by the <br />programs and activities supported by the Consolidated Plan programs had the opportunity <br />to be actively involved. <br />EXHIBIT 1
