65 <br />Needs Assessment <br />NA-05 Overview <br />Needs Assessment Overview <br />The Consolidated Plan Needs Assessment examines a range of needs, including housing, <br />homelessness, non-homeless special needs, and non-housing community development <br />needs. The housing needs assessment section evaluates household income, tenure (renter <br />or owner), housing cost as a function of household income, disproportionate need amongst <br />racial and ethnic groups, and public housing needs. <br />The homeless needs assessment examines the sheltered and unsheltered homeless <br />population in Orange County to inform the City’s strategy to address homelessness during <br />the next five years. <br />The non-homeless special needs assessment section evaluates the needs of people who <br />are not homeless, and due to various reasons need services. This population includes <br />people who are elderly, frail and elderly, have severe mental illness, including Post <br />Traumatic Stress Disorder (PTSD), developmental and physical disabilities, alcohol or other <br />drug addictions, and HIV/AIDS, victims and survivors of human trafficking and domestic <br />violence. <br />Lastly, the non-housing community development needs assessment section discusses the <br />need for public facilities, public infrastructure improvements and public services to support <br />low- and moderate-income residents. <br />Methodology <br />To assess community needs, the City examined data, held community meetings, conducted <br />a survey of residents and regional stakeholders, and consulted with experts and local <br />stakeholders. The Needs Assessment primarily relies on the sources of data which follow: <br />-American Community Survey (ACS) 2020 5-year estimates <br />-Comprehensive Housing Affordability Strategy (CHAS) 2016-2020 <br />-2023 & 2024 Point-In-Time (PIT) Homeless Count <br />The 2020 ACS and CHAS 5-year estimates were the most recent complete datasets <br />available at the time the Consolidated Plan was prepared. <br />Consolidated Plan Survey for Residents and Stakeholders <br />Santa Ana and stakeholders had the opportunity to respond to surveys to rate the level of <br />need for public facilities, infrastructure, public and neighborhood services. The surveys <br />also gathered insights into residents’ internet access and disaster preparedness. <br />Stakeholders include agencies and businesses that work with residents of Santa Ana with <br />EXHIBIT 1
