The state of California imposes per-gallon <br />excise taxes on gasoline and diesel fuel, sales taxes on gasoline and diesel fuel and <br />registration taxes on motor vehicles with allocations dedicated to transportation <br />purposes. The local (city and county) portions of these allocations are calculated based <br />on population and flow through the Highway Users Tax Account (HUTA), the familiar <br />gasoline tax revenues that have been in place for decades, and RMRA. <br />During the RMRA program application period each year, local agencies are required to <br />adopt a resolution that includes a list of planned eligible projects that will utilize <br />respective fiscal year RMRA funding, and submit the resolution to the California
