• Leadership development opportunities, which may include community service and <br />peer-centered activities encouraging responsibility and other positive social behaviors <br />during non-school hours, as appropriate <br />• Supportive Services (e.g. tools, books, clothing, etc.) <br />• Adult Mentoring for the period of participation and a subsequent period, for a total of <br />not less than 12 months <br />• Follow-up services for minimum of 12 months after the completion of participation as <br />appropriate <br />5. Indicate planned outcomes. <br />The following outcomes will be achieved. Percentages are based on the 2008/2009 Local <br />WIA Performance Rates: <br />Population Ages # to be <br />served Performance Measurements <br />Older, Out-of-School 17-21 20 Entered Employment/Education Rate (20 eligible clients) 13 65% <br />Older, In-School 17-21 4 Diploma/Certificate Rate (24 eligible clients) 11 45% <br /> Literacy/Numeracy Gains (20 eligible clients) 3 15% <br />6. Describe the basic program approach (workshop/classroom/in the community). <br />The primary goal of the Foster Youth Liaison Project is to create access to WIA services. <br />Over the course of the project year, we will provide general services through the <br />Orangewood Resource Center (ORC) to at least 100 non-WIA foster/emancipated youth. <br />In addition to connecting non-WIA youth to other WIA providers throughout the City of <br />Santa Ana and County of Orange, the Foster Youth Liaison Project will enroll 24 <br />foster/emancipated youth in the WIA program. Peer Mentors will provide intensive case <br />management to foster/emancipated youth at a 6:1 participant to case manager (Peer <br />Mentor) ratio. Each of the 4 Peer Mentors will be available in the ORC 18 hours per <br />week. Depending on each participant's My Action Plan (MAP), they may utilize our <br />other services as needed including our independent living skills workshops, community <br />service activities, leadership opportunities, tutoring, mentoring, etc. The Peer Mentors <br />will work with FYLP youth on the completion of WIA paperwork, TABE testing, WIA <br />activities (Educational Achievement Services, Job Search Readiness, Supportive <br />Services), performance goals, MAP goals, earning incentives, resource referrals, exits, <br />and follow-ups. <br />7. Describe how you will conduct outreach and recruitment. Include how 75% of the <br />enrollment goals will be met by the second quarter of the contract. <br />Our Peer Mentors will aggressively advertise and recruit for this opportunity in the first <br />few months of the program year to enroll 24 total participants with at least 18 enrolled by <br />the end of the second quarter of the contract. Outreach will include mailings to known <br />foster/emancipated youth residing in Santa Ana. We will also distribute marketing <br />materials at ILP workshops, the ORC, Orange County Social Services and YSPN sites. <br />Additionally, we will publish marketing information in the monthly ILP E-Newsletter. In <br />our experience, the best way to recruit youth for FYLP is by approaching those who visit <br />the ORC. These youth already have first-hand knowledge about our Resource Center, <br />feel comfortable visiting, know the Peer Mentors involved in FYLP, and are most likely <br />to follow through with the requirements of the WIA Program. <br />EXHIBIT A <br />OCF/Foster Youth Liaison Project 2
