2. Reform the M-1 Light Industrial Zone (MC 41-472) - specifically for SD-84 <br /> To further advance the City's environmental justice goals, we recommend refining the scope of <br /> permitted uses in the M-I Light Industrial Overlay Zone - specifically for SD-84. We propose <br /> renaming the zone to "M-1/SD-84 Light Industrial Overlay Zone"to reflect its unique designation. <br /> Prohibited Uses in the new M-1/SD-84 Light Industrial Overlay Zone: <br /> 1. Impound yards <br /> 2. Service stations <br /> 3. Recycling facilities <br /> 4. Adult entertainment businesses <br /> 5. Storage and distribution of hazardous materials <br /> 6. The outside storage of Class 1 and Class 2 flammable liquids. This item was removed from <br /> "Ancillary Uses Permitted" (MC 41-472.1.) <br /> These uses are inconsistent with the City's stated environmental and community compatibility goals. <br /> 3. Recommended Changes to Conditional Use Permits (MC 41-472.5) <br /> We recommend that the following use be removed from the list of uses subject to a Conditional Use <br /> Permit in the M-1/SD-84 Light Industrial Overlay Zone: <br /> 1. Petroleum and gas storage <br /> We support retaining the following uses as conditionally permitted uses: <br /> 1. Trade schools <br /> 2. Industrial medical clinics <br /> 3. Indoor sports facilities <br /> Also, we recommend no changes to the "Operational Standards in the M-1 District" (MC 41-473) for <br /> the new M-1/SD-84 Light Industrial Overlay Zone. <br /> These defined uses align with the evolving vision for this mixed-use industrial area. Importantly, <br /> these proposed reforms are directly responsive to the concerns voiced by residents of nearby <br /> neighborhoods.At both the March Train Station Community Meeting and the recent Planning <br /> Commission Public Hearing, residents expressed clear support for removing the M-2 zoning while <br /> allowing the M-1 zone to remain. <br /> Their concerns focused not only on incompatible uses, but also on the risk of gentrification and <br /> overcrowding that high-density residential development could bring. Preserving and refining light <br /> industrial zoning reflects the community's desire to maintain local jobs while protecting neighborhood <br /> quality of life. <br /> Conclusion <br /> Our coalition is committed to working collaboratively with City officials, staff, and the community to <br /> achieve responsible land use planning that supports both economic opportunity and neighborhood <br /> livability. We believe these modifications strike the right balance between progress and protection - <br /> and offer an equitable path forward for all stakeholders. <br />
