Orange County Youth Commission <br />Santa Ana, California <br />will arrange for guest speakers to come into the Boxing Club and inspire the youth to stay <br />in school and to reach for their goals. <br />Stipend: Youth Representative <br />This will be a WIA Client that will go to all the Youth Council meetings and report back <br />to Anthony Serrano. <br />C. FISCAL CAPACITY: <br />1. Processing Fiscal Data: <br />One copy of every incoming and outgoing-checks are made. We identify every donation <br />and grant check according to program placement in Quick Books and in our Bank <br />Register in the Check Book. So, if grant is specifically designated to Boxing Club the <br />deposit of this check amount is tagged to go to boxing club. For, disbursement of grants <br />funds we keep specific record of how the funds are disbursed. So, for example: a check <br />for a teacher/mentor wages would be tagged as going to teacher/mentor wages and part of <br />the WIA distribution in Quick Books. <br />2. Copy of Procurement Policies and Procedures is Attached <br />3. Fiscal Accountability: <br />Our Executive Director enters all fiscal date into Quick Books. Once a month Allan <br />Booking Service comes to our office, to monitor all the data entry that has been entered <br />into Quick Books. Monthly a profit and loss statement is given to the Board of Directors. <br />Quarterly our data is sent to our CPA. Our paychecks are generated by our Executive <br />Director but the taxes are paid and calculated by Advantage Payroll services. <br />4. Invoicing: <br />We have a standard form with OCYC logo and non-profit identification number. Two <br />copies are made of all invoices; one for our permanent records the other for the CPA. <br />A part-time administrative assistant or the Executive Director will be responsible for <br />generating invoices and handling billing related to this grant and other accounts <br />receivables. <br />5. Level of Reliance on WIA: <br />The WIA Grant serves to galvanize us to establish a more intensive, measurable <br />academic tutoring component to our after-school boxing club. The funds from this grant <br />will assist us with enhancement of case management and follow-up procedures. <br />However, we are not relying solely upon these funds for our existence. OCYC has a <br />diverse base of funding, including individual and corporate donations, special events <br />income, foundation support and private grant money. <br />20 <br />EXHIBIT A
