<br />Preparedness Grants Manual <br />courses for inclusion in the State/Federal-Sponsored Course Catalog. The information collected <br />is used in a two-step review process to ensure that the training programs adhere to the EMPG <br />Program’s intent, and the course content is sound and current. While reporting training activities <br />through Web Forms is not required under the EMPG Program, the system remains available and <br />can be accessed through the Web-Forms section of the FEMA National Preparedness Course <br />Catalog to support recipients in their own tracking of training deliveries. <br />12.9. Reviewing and Updating Planning Products <br />Based on the applicant’s current THIRA/SPR, capability levels, and resources, plans should be <br />reviewed on an annual basis to determine if they remain relevant or need to be updated. This review <br />should be based on a current THIRA/SPR and utilize information gathered during the capability <br />validation process. These reviews will provide a means to determine priorities, direct preparedness <br />actions, and calibrate goals and objectives. <br />12.10. Program Performance Reporting Requirements <br />12.10.1. STANDARDIZED PROGRAMMATIC REPORTING FOR THE EMERGENCY <br />MANAGEMENT PERFORMANCE GRANT PROGRAM <br />The EMPG Program Work Plan Template standardizes data collection, which enables improved <br />analysis and reporting. The EMPG Program Work Plan includes 10 components: <br />1. Grant Investment Strategy <br />2. Grant Activities Outline <br />3. Detailed Budget – Excluding M&A <br />4. Budget Narrative – Excluding M&A <br />5. Detailed Budget – M&A Only <br />6. Budget Narrative – M&A Only <br />7. EMPG Program Summary <br />8. Implementation Schedule <br />9. Training Data Table <br />10. Exercise Data Table <br />Although using the fiscal year’s EMPG Program Work Plan Template is not mandatory (see the EMPG <br />Program Work Plan template in the EMPG Program NOFO), baseline data on personnel, training, and <br />exercises, as well as the information included on the Grant Activities Outline and Implementation <br />Schedule, must be provided in the EMPG Program Work Plan at the time of application regardless of <br />the chosen work plan format. <br />The status of all EMPG Program-funded plans, training, and exercise activities, any risks that may <br />affect project progress or success, and updates to project schedules, must be reported quarterly as <br />part of the PPR. To facilitate reporting, recipients are encouraged to submit an updated <br />Implementation Schedule, Training Data Table, and Exercise Data Table from the EMPG Program <br />Work Plan Template as an attachment to the quarterly PPR. Recipients who choose not to use the <br />EMPG Program Work Plan Template must still provide the updated data and information included in <br />the Implementation Schedule, Training Data Table, and Exercise Data Table, but may use a different <br />format for reporting that information in their PPR submission. <br />108
