<br />Section 1 ‒ Overview | 2024 <br />Key Changes to the <br />FY 2024 EMPG Cont. <br />Phase 2 National Qualification System (NQS) for Calendar <br />Year 2024 <br />Subrecipients shall have designed and approved <br />organizational qualification system procedures, <br />certification program, and credentialing standards for <br />incident workforce personnel in alignment with the NIMS <br />Guideline for the NQS. <br />Additional information regarding the NQS implementation <br />requirements and be found in the FEMA Preparedness <br />Grants Manual. <br />Public Alert and Warning Preparedness <br />Subrecipients shall include exercise objectives centered <br />on practicing and validating their plans and procedures <br />for sending emergency alerts to the public through the <br />FEMA Integrated Public Alert and Warning System. <br />Purchasing Under a FEMA Award: 2024 OMB Revisions: <br />The Office of Management and Budget (OMB) updated <br />parts of the OMB Guidance for Grants and Agreements in <br />Title 2 of the Code of Federal Regulations. These updates <br />will apply to FEMA awards with an award date on or after <br />October 1, 2024. <br />Updates to the federal procurement standards at 2 C.F.R. <br />§§ 200.317 – 200.327, which govern how FEMA award <br />recipients and subrecipients must conduct purchases <br />under a FEMA award. <br />FEMA will update its policy and guidance documents to <br />incorporate these revisions.
