<br />Preparedness Grants Manual <br />FEMA, the DHS OIG, the GAO, and the pass-through entity (if applicable), as part of monitoring or as <br />part of an audit, may review a non-federal entity’s compliance with the single audit requirements. In <br />cases of continued inability or unwillingness to have an audit conducted in compliance with 2 C.F.R. <br />Part 200, Subpart F, FEMA and the pass-through entity, if applicable, are required to take <br />appropriate remedial action under 2 C.F.R. § 200.339 for noncompliance, pursuant to 2 C.F.R. § <br />200.505. <br />6.11. Reporting Issues of Fraud, Waste, and Abuse <br />Recipients, subrecipients, SAAs, and any other applicable stakeholder at any time may report issues <br />of fraud, waste, abuse, and mismanagement, or other criminal or noncriminal misconduct to the <br />Office of Inspector General (OIG) Hotline. The toll-free numbers to call are 1 (800) 323-8603, and <br />TTY 1 (844) 889-4357. <br />6.12. Payment Information <br />Payment requests are submitted through FEMA GO for awards obligated in FY 2024 and going <br />forward. For awards obligated prior to FY 2024 in the ND Grants System, the payment request is <br />submitted through PARS. <br />6.13. Whole Community Preparedness <br />Preparedness is a shared responsibility that calls for the involvement of everyone—not just the <br />government—in preparedness efforts. By working together, everyone can help keep the nation safe <br />from harm and help keep it resilient when struck by hazards, such as natural disasters, acts of <br />terrorism, and pandemics. Whole Community includes, but is not limited to: <br />.Individuals and families, including those with disabilities and others with access and functional <br />needs; <br />. <br />. <br />. <br />. <br />. <br />. <br />Businesses; <br />Faith-based and community organizations; <br />Nonprofit groups; <br />Schools and academia; <br />Media outlets; and <br />All levels of government, including SLTT and federal partners. <br />The phrase “Whole Community” often appears in preparedness materials, as it is one of the guiding <br />principles. It means two things: <br />. <br />. <br />Involving people in the development of national preparedness documents; and <br />Ensuring their roles and responsibilities are reflected in the content of the materials. <br />50
