<br />Preparedness Grants Manual <br />o Recipients can access a sample AAR/IP template on the Improving Planning Templates page <br />on the Preparedness Toolkit. <br />8.3.Funding Guidelines (Homeland Security Grant Program, Tribal <br />Homeland Security Grant Program) <br />Recipients must comply with all the requirements in 2 C.F.R. Part 200 (Uniform Administrative <br />Requirements, Cost Principles, and Audit Requirements for Federal Awards). In general, recipients <br />should consult with their FEMA HQ Preparedness Officer prior to making any investment that does not <br />clearly meet the allowable expense criteria. Funding guidelines support four of the five mission <br />areas—Prevention, Protection, Mitigation, and Response—and associated core capabilities within the <br />Goal. While Recovery is part of the Goal, it is not explicitly part of the HSGP and THSGP. Allowable <br />investments made in support of the national priorities, as well as other capability-enhancing projects <br />must have a nexus to terrorism preparedness and fall into the categories of planning, organization, <br />exercises, training, or equipment, aligned to building capability, closing capability gaps, and/or <br />sustaining capabilities, as defined by CPG 201, Third Edition. Recipients are encouraged to use grant <br />funds for evaluating grant-funded project effectiveness and return on investment. FEMA encourages <br />recipients to provide the results of that analysis to FEMA. <br />8.4.Allowable Costs (Homeland Security Grant Program) <br />8.4.1. MULTIPLE PURPOSE OR DUAL-USE OF FUNDS (STATE HOMELAND SECURITY <br />PROGRAM AND URBAN AREA SECURITY INITIATIVE) <br />For both SHSP and UASI, many activities that support the achievement of core capabilities related to <br />the national priorities and terrorism preparedness may simultaneously support enhanced <br />preparedness for other hazards unrelated to acts of terrorism. However, all SHSP- and UASI-funded <br />projects must assist recipients and subrecipients in achieving core capabilities related to preventing, <br />preparing for, protecting against, or responding to acts of terrorism per section 2008(c) of the HSA (6 <br />U.S.C. § 609(c)). <br />8.4.2. ORGANIZATIONAL ACTIVITIES <br />Personnel Costs <br />In addition to the personnel cost allowability detailed in the HSGP NOFO, HSGP (SHSP, UASI) funds <br />may not be used to support the hiring of any personnel to fulfill traditional public health and safety <br />duties nor to supplant traditional public health and safety positions and responsibilities. HSGP <br />(SHSP, UASI, OPSG) funds will be used to supplement existing funds and will NOT replace (supplant) <br />funds that have been appropriated and/or budgeted for the same purpose. Applicants or recipients <br />may be required to supply documentation certifying that a reduction in non-federal resources <br />occurred for reasons other than the receipt or expected receipt of federal funds. <br />8.4.3. 28 C.F.R. PART 23 GUIDANCE <br />FEMA requires that any IT system funded or supported by HSGP funds comply with 28 C.F.R. Part 23, <br />Criminal Intelligence Systems Operating Policies if this regulation is determined to be applicable. <br />59
