HOMELAND SECURITY INFORMATION NETWORK <br />HSIN is a user-driven, web-based, information sharing platform that connects all homeland security <br />professionals including the DHS and its federal, SLTT, international, and private sector partners <br />across all homeland security mission areas. HSIN is used to support daily operations, events, <br />exercises, natural disasters, and incidents. To support user mission needs, HSIN provides three sets <br />of services for secure information sharing. The first service provides a shared place for communities <br />to securely collaborate on homeland security issues and includes core functions such as a web <br />conferencing and instant messaging tools with white boarding, video, and chat services for real-time <br />communication and situational awareness. The second set provides secure dissemination and <br />sharing capabilities for homeland security alerts, reports, and products. The third set allows users to <br />access and query a variety of shared data and services from all homeland security mission areas <br />and trusted federal partners. Preparedness grant funds may be used to support planning, training <br />and development costs associated with developing and managing mission critical HSIN communities <br />of interest and sites. STATE, LOCAL, TRIBAL, TERRITORIAL CYBERSECURITY ENGAGEMENT PROGRAM <br />CISA is responsible for enhancing the security, resilience, and reliability of the Nation’s cyber and <br />communications infrastructure. CISA works to prevent or minimize disruptions to critical information <br />infrastructure to protect the public, the economy, and government services. CISA leads efforts to <br />protect the Federal “.gov” domain of civilian government networks and to collaborate with the private <br />sector—the “.com” domain—to increase the security of critical networks. <br />The DHS SLTT Cybersecurity Engagement Program within CISA was established to help non-federal <br />public stakeholders and associations manage cyber risk. The program provides appointed and <br />elected SLTT government officials with cybersecurity risk briefings, information on available <br />resources, and partnership opportunities to help protect their citizens online. Through these and <br />related activities, the program coordinates DHS’s cybersecurity efforts with its SLTT partners to <br />enhance and protect their cyber interests. FRAMEWORK FOR IMPROVING CRITICAL INFRASTRUCTURE CYBERSECURITY <br />When requesting funds for cybersecurity, applicants are encouraged to propose projects that would <br />aid in implementation of all or part of the Framework for Improving Critical Infrastructure <br />Cybersecurity (the “Framework”) developed by the National Institute of Standards and Technology <br />(NIST). The Framework gathers existing international standards and practices to help organizations <br />understand, communicate, and manage their cyber risks. For organizations that do not know where <br />to start with developing a cybersecurity program, the Framework provides initial guidance. For <br />organizations with more advanced practices, the Framework offers a way to improve their programs, <br />such as better communication with their leadership and suppliers about management of cyber risks. <br />CISA’s Critical Infrastructure Cyber Community C³ Voluntary Program also provides resources to <br />critical infrastructure owners and operators to assist in adoption of the Framework and managing <br />cyber risks.
