\ Yorking \ Yard robes <br />Procurement Policy <br />1. Purpose <br />The purpose of this Procurement Policy is to ensure that Working Wardrobes conducts <br />procurement activities in a transparent, ethical, and cost-effective m anne r while supporting our <br />mission of helpin g people overcome barriers to ga inful employment. <br />2 . Scope <br />This policy applies to all purcha ses of goods and serv ices mad e on behalf of Working <br />Wardrobes, including those by employees, vo lunteers, and contractors. <br />3. Guiding Principles <br />• Integrity: All procurement activit ies must be conducted with honesty and fairne ss. <br />• Accountability: Staff must ensure that funds are spent responsibly and aligned with th e <br />organization's goals. <br />• Cost-Effectiveness: Purchases shou ld offer th e best value for money w ithout <br />compromising quality. <br />• Compliance : All procurement must adhere to applicab le laws, regulations, and funding <br />r e quireme nts. <br />• Sustainability & Diversity: Con sideration should be given to environmentally sustainable <br />products and d iverse suppliers, including small, minority-owned, and women-owned <br />busin ess es . <br />4. Procurement Process <br />4.1 Purchase Authorization <br />• Purch as es up to $500 may be approved by department head s. <br />• Purchases betwee n $501 and $10,000 r equire approval from the Chief People and <br />Operations Officer. <br />• Purchases exceeding $10,000 re quire approval from th e CEO. <br />4 .2 Vendor Selection <br />• For purcha ses under $5,000, a single quote is sufficient. <br />• Fo r purch ases between $5,001 and $25,000, at least two written quotes should be <br />obtained. <br />• For purcha ses exceed in g $25,000, a formal Re que st for Propo sa l (RFP) process sh ould be <br />conducted. <br />EXHIBIT 2 <br /> <br /> <br />City Council 10 – 220 7/1/2025
