REQUEST FOR <br />AGENCY ACTION <br />AGENCY BOARD MEETING DATE: <br />AUGUST 2, 2010 <br />TITLE: <br />AGREEMENT FOR BUILDING SURVEYS <br />WITH SAPPHOS ENVIRONMENTAL, INC. <br />EXECU VE DIRECTOR <br />RECOMMENDED ACTION <br />AGENCY SECRETARY USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 1~ Reading <br />^ Ordinance on 2nd Reading <br />^ Implementing Resolution <br />^ Set Publlc Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the Executive Director and Agency Secretary to execute the attached agreement with <br />Sapphos Environmental, Inc. in the amount of $77,118.27 plus a ten percent contingency not to <br />exceed $84,830.10, subject to non-substantive changes approved by the Executive Director and <br />Agency General Counsel. <br />DISCUSSION <br />On June 7, 2010, the Community Redevelopment Agency (Agency) approved a Disposition and <br />Development Agreement (D[5A) with the team of the Related Companies of California, LLC and <br />Griffin Realty Corporation to develop parcels owned by the Agency. <br />Concurrent with the DDA approval, the City Council adopted a resolution certifying the Final <br />Environmental Impact Report. Both the City Council and Agency Board adopted CEQA Findings <br />of Fact and Statement of Overriding Considerations. and adopted the Mitigation Monitoring and <br />Reporting Program for the redevelopment project. <br />As part of the Mitigation Monitoring and Reporting Program, the Agency, prior to any <br />development activities, must retain a cultural resource professional to conduct Historic American <br />Building Surveys (NABS) on structures and buildings 50 years old or older. Sapphos <br />Environmental, Inc. will conduct written and photographic recordation of the resource in <br />accordance with the level of NABS documentation that is appropriate to the significance of the <br />resource. <br />Sapphos Environmental, Inc. has been working with the City since January 2006 to <br />comprehensively research and document potential historic structures. The firm has unique <br />experience with Santa Ana's historic resources and an excellent understanding of the survey <br />3-1 <br />
