EXHIBIT 1B <br />MEMORANDUM OF UNDERSTANDING <br />1) LEGAL AUTHORITY <br />Thj&orkforce Innovation and Opportunity Act ("WIOA") sec. 121(c)(1) requires that each Local <br />e Development Area develop and enter into a Memorandum of Understanding ( <br />,,rith each America's Job Center of California ("AJCC") Partner, consistent with WIOA <br />c)(2). This requirement is further described in the WIOA; Joint Rule for Unified and <br />ined State Plans, Performance Accountability, and the AJCC System Joint Provisions: Final <br />at 20 00, 34 CFR 361.500, and 34 CFR 463.500, and in Federal guidance. <br />2) AJ <br />The parties to this MO are City of Santa Ana, the Santa Ana Workforce Development Board <br />("SAWDB"), and t e Community Action Partnership of Orange County, a non -collocated one - <br />stop AJCC Partner. <br />3) PURPOSE <br />The purpose of the MOU is siste ith the ovisions of WIOA sec. 121(c)(1), to establish a <br />cooperative working relations betty en WDB and Community Action Partnership of <br />Orange County, the non-colloc AJ and to define their respective roles and <br />responsibilities concerning the operatio the it relates to shared services and customers. <br />It serves to establish the framework fo providdg services to employers, employees, job seekers <br />and others needing workforce services. It al serves hch a framework to support the <br />established service delivery through the shari of costs. It is expressly understood <br />that this MOU does not constitute a binding final co t, t rather an intent to commit <br />specific resources in the future as the parties' allocations an ud re known and the America's <br />Job Center of California system evolves. <br />4) DURATION <br />The term of this MOU shall commence July 1, 2025 and terminate June 28. This MOU will <br />remain in effect until the termination date, unless one of the conditions in s ion 28 occurs. <br />5) MODIFICATIONS AND REVISIONS <br />This MOU and its Attachments 1 2 3 and 4 constitute the entire agreement baleen the a ties <br />g p <br />and no oral understanding not incorporated herein shall be binding on any of the parties he eto. <br />This MOU may be modified, altered, or revised, as necessary, by mutual consent of the arties, by <br />the issuance of a written amendment, signed and dated by the parties, which may require pprovY <br />by the governing body of each Party. Assignment of responsibilities under this MOU by a y of <br />the parties shall require prior written notice and preapproval of all parties.
