Councilmember Bacerra spoke in support of Mayor Amezcua's comments and <br />commented on public safety. <br />Councilmember Phan recommended a 10% budget cut to City events, water bill <br />payment assistance, and working with the Immigrant Defenders non-profit as <br />baseline for assistance. <br />Councilmember Lopez inquired about the reallocation of funds, spoke in favor of <br />reallocating the Council's travel budget to fund mutual aid and noted the lack of <br />community attendance at Fiestas Patrias planning meetings. <br />City Attorney Sonia Carvalho clarified that, if funds stayed within and were <br />administered by the Parks Department, the allocation would not be subject the <br />Charter regulations on appropriations; however if funds were transferred between <br />departments then they would be subject to Charter regulations and would require a <br />super majority vote. <br />City Manager Alvaro Nunez spoke regarding discretionary expenditure within the <br />Parks Department are using the City's good standing with the Mexican consulate to <br />potentially obtain information. <br />Councilmember Penaloza spoke regarding special events funding, the Council <br />discretionary budget, travel budget, and Council aide budget. He spoke of the <br />security risk posed by holding a large community gathering and inquired about the <br />City's rainy day fund. <br />SUBSTITUTE MOTION: Councilmember Penaloza moved to approve the <br />recommended action for Item No. 28 as presented, seconded by Mayor <br />Amezcua <br />The substitute motion failed, 3-4, by the following roll call vote: <br />AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER <br />PENALOZA, MAYOR AMEZCUA <br />NOES: COUNCILMEMBER HERNANDEZ, COUNCILMEMBER <br />LOPEZ, COUNCILMEMBER PHAN, MAYOR PRO TEM <br />VAZQUEZ <br />ABSTAIN: NONE <br />ABSENT: NONE <br />Status: 3 — 4 — Fail <br />MOTION: Councilmember Hernandez moved to reallocate the current Fiesta <br />Patrias funding for the financial assistance program, and direct the City <br />Manager to identify additional funding for the financial assistance program <br />sources within the Police Department including vacancies, seconded by <br />Mayor Pro Tern Vazquez. <br />The motion failed, 3-4, by the following roll call vote: <br />CITY COUNCIL 24 JULY 1 2025 <br />City Council 6 — 52 7/15/2025 <br />
