<br />information. The system features also included time and attendance tracking, benefits
<br />administration, salary and position management, training and development, and labor
<br />relations administration.
<br />On March 3, 2008, the City Council approved the purchase of the Lawson financial
<br />system to replace a legacy mainframe system that was more than 20 years old at the
<br />time. This new system has been used since 2009 by all departments to process, track,
<br />and report on the City’s financial information and transactions. Key functions of this
<br />system include general ledger, grant management, projects and activities, accounts
<br />payable, cash management, billing, accounts receivable, asset management,
<br />requisitions, purchase orders, inventory, business intelligence, and reporting.
<br />Together, the High Line and Lawson systems have been meeting the City’s ERP needs
<br />for 25 years and 16 years, respectively. During that time, High Line Corporation was
<br />acquired by NeoGov and Lawson was acquired by Infor. The new owners of these two
<br />software systems have continued to support and enhance the systems over the years;
<br />and as updates were made available, City staff applied these updates to keep the
<br />applications running on supported versions. Although the vendors continue to provide
<br />system support and ongoing minor updates, both vendors have declared their systems
<br />to be end-of-life and they do not plan to release any new major version upgrades.
<br />Instead, they have encouraged customers to migrate to their new cloud-based,
<br />subscription versions.
<br />On December 6, 2022, the City Council approved an agreement with SDI Presence,
<br />LLP (SDI) to assist the City in the evaluation, selection, and negotiation of a new ERP
<br />solution. Because of the importance of this solution to meet the City’s current and future
<br />operational requirements, it was prudent to choose a firm with extensive experience in
<br />helping public sector organizations select the appropriate ERP system.
<br />With the assistance of SDI, the City conducted an extremely thorough selection process
<br />that lasted more than two years. This process included a comprehensive needs
<br />assessment conducted by SDI, development and issuance of Requests for
<br />Qualifications (RFQ) for software vendors and implementation partners, consultation
<br />with staff at other agencies using prospective systems, development of a Request for
<br />Proposal (RFP), vendor demonstrations, proof-of-capability presentations, additional
<br />requests for clarifications, and, finally, contract negotiations.
<br />On December 13, 2023, the City issued RFP No. 23-132 for Enterprise Resource
<br />Planning (ERP) system, including Implementation Services on the City’s online bid
<br />management system to vendors who had been qualified based on the issued RFQs. A
