Particular to only the primary (west) fagade is a porte-cochere that <br />extends across the north driveway, containing an arched entrance for vehicular access <br />and a smaller arched entrance, or wingwall, for pedestrians. The primary (south) fagade's <br />garage parapet is joined to the main residential building, creating an illusion that it is <br />attached to the residence. The property is landscaped with a variety of small and medium- <br />sized vegetation and trees such as palm trees, cactus, and agave. <br />Character -defining features of the Freund House include, but may not be limited to: its <br />rectangular -shaped plan; two primary (west and south) facades; asymmetrical design; <br />parapet roof that wraps around the entire building; no extended eaves; smooth stucco <br />cladding; main entrance to each unit located within a front porch and is composed of a <br />single glazed wood door with a Prairie style muntin pattern; large fixed wood window with <br />Prairie style upper divided lights; raised front porches with wide arches; tripartite window <br />adjacent to the front porch composed of a wood frame encasing two double -hung wood <br />windows with ogee lugs and Prairie style divided upper lights flanking a large fixed wood <br />window; shed roof clad in clay tiles at the primary (west) fagade; double -hung wood <br />windows with ogee lugs and (some windows with or without) Prairie style divided upper <br />lights; single hopper window on primary (south) fagade; two detached single -car garages; <br />primary (west) fagade porte-cochere that extends across the north driveway, containing <br />an arched entrance for vehicular access and a smaller arched entrance, or wingwall, for <br />pedestrians; small and medium vegetation and landscape. The Freund House qualifies <br />for listing in the Santa Ana Register of Historical Properties under Criterion 1 as an intact <br />example of a Mission Revival style home in Santa Ana. Located in Washington Square, <br />the house cost $6,000 to build in 1924. The recommended categorization is "Contributive" <br />because it contributes to the overall character and history of Washington Square and is <br />a representative example of Mission Revival architecture in Santa Ana. <br />Mills Act Agreement <br />Ordinance No. NS-2382 authorized the Historic Resources Commission to execute <br />Historic Property Preservation Agreements (HPPA), commonly known as Mills Act <br />agreements for eligible properties (Exhibit 2). To be eligible for the Mills Act, the property <br />must be listed on the Santa Ana Register of Historical Properties. The Historic Resources <br />Commission Application and Historic Register Categorization actions proposed for this <br />site authorize the listing of the property on the local register. The agreement provides <br />monetary incentives to the property owner in the form of a property tax reduction in <br />exchange for the owner's voluntary commitment to maintain the property in a good state <br />of repair as necessary to maintain its character and appearance. Once recorded, the <br />agreement generates a different valuation method in determining the property's assessed <br />
