Approve a Memorandum of Understanding with the City of Santa Ana (City), the <br />Santa Ana Workforce Development Board (SAWDB), and the Santa Ana Housing <br />Authority (SAHA) setting the terms for the sharing of resources and expenses <br />associated with the operations of a comprehensive one stop center for a three-year <br />term expiring June 30, 2028 and payment to the City of Santa Ana in an estimated <br />amount not to exceed $57,152. <br />2. Authorize the Executive Director to execute amendments during the term that adjust <br />shared operational expenses and make non-substantive changes to comply with <br />changes in federal or state law; provided all other terms and conditions of the MOU <br />remain the same and approved by the City Attorney. <br />GOVERNMENT CODE §84308 APPLIES: Yes <br />DISCUSSION <br />The Workforce Innovation and Opportunity Act (WIOA) of 2014 is the primary federal <br />legislation governing the public workforce development system. The Act mandates that <br />Local Workforce Development Boards (SAWDB for the City) establish Memorandums of <br />Understanding (MOU) with all required One-Stop partners (SAHA is a partner to the <br />City) to define the cooperative relationships and shared responsibilities in providing <br />seamless services to job seekers and employers. <br />The Community Development Agency’s Economic Development Division administers <br />and coordinates the workforce and economic development programs and activities on <br />behalf of the City through partnership with the SAWDB. The Santa Ana WORK Center <br />is located at 801 W. Civic Center Drive. The City Council approved the master lease <br />agreement for this office space on June 6, 2023, and it functions as an American Job
