Since its development, the office <br />building has been occupied by various professional and medical office uses. More recently, <br />the building has been occupied by mortgage brokers, commercial real estate, financial <br />consultants, law firms, medical offices, and counseling services. <br />Olive Crest is a nonprofit organization founded in 1973 that offers a range of services, <br />including foster care, adoption, counseling, and parent education programs, aiming to <br />strengthen families and provide safe, loving homes for children in need. Between 1973 and <br />1993, the Olive Crest office was located at the Northpark Plaza, at 1201-1223 E. Seventeen <br />Street. From 1993 through 1995, their offices were located in the City of Anaheim. In 1995, <br />Olive Crest permanently moved their headquarters to 2130 East Fourth Street, Unit 100. In <br />the past year, all previous tenant leases have expired or not been renewed and Olive Crest <br />is the sole occupant of the building. <br />California Senate Bill 330 <br />The Applicant is proposing a "housing development project," defined by Government Code <br />Section 65589.5(h) as "a use consisting of residential units only, mixed use development <br />consisting of residential and nonresidential uses with at least two-thirds of the square <br />footage designated for residential use, and transitional housing or supportive housing." As <br />such, the subject development will be subject to the limitations imposed by California Senate <br />Bill (SB) 330, the Housing Crisis Act of 2019 or the HCA. <br />SB 330 made numerous changes to existing State law and adopted the Housing Crisis Act <br />of 2019.
