Bo 1988, M31 <br />Santa Ana, CA 92701 <br />RE: Support for Item 14 — Resolution Supporting Senate Bill 627 (Wiener, Arreguin, Perez), Senate <br />Bill 805 (Perez), and H.R. 4176 (Correa) — the No Secret Police Act. <br />Mayor Amezcua and Members of the Santa Ana City Council, <br />On behalf of Chispa, we write in strong support of Item 14, a resolution supporting Senate Bills 627 (SB <br />627) and 805 (SB 805) and H.R. 4176 (HR 4176) — the No Secret Police Act. We urge the Santa Ana City <br />Council (Council) to adopt this resolution and affirm the City of Santa Ana's (City) commitment to law <br />enforcement accountability, immigrant protections, and civil liberties. <br />As an organization rooted in immigrant, working-class communities, we know firsthand the fear and <br />confusion that comes when law enforcement officers —particularly ICE agents and other federal <br />officers —operate while masked or without clear identification. These practices erode trust, blur lines of <br />authority, and perpetuate trauma, especially for those who have already been disproportionately impacted <br />by surveillance, detention, and deportation systems. <br />SB 627, introduced by Senators Wiener and Arreguin, and SB 805, authored by Senator Perez, set clear <br />statewide standards to prohibit anonymity in law enforcement during public interactions, while making <br />narrow exceptions for legitimate safety concerns. These bills ensure that officers are identifiable and <br />accountable to the communities they serve. <br />Similarly, HR 4176, introduced by Congressman Lou Correa, addresses dangerous and unaccountable <br />practices at the federal level. In cities like Santa Ana, where masked ICE agents have carried out <br />enforcement actions without transparency, this legislation responds directly to our community's calls for <br />justice and dignity. <br />For these reasons, Chispa urges you to vote YES on Item 14 and stand with our community in <br />supporting this critical resolution for transparency and accountability. <br />Sincerely, <br />
