21.Construction Contract with R.J. Noble Company for the Bristol Street <br /> Rehabilitation from Santa Clara Avenue to Memory Lane Project(No. 22-6990 <br /> & 25-6427) ( Non-General Fund) <br /> Department(s): Public Works Agency <br /> Recommended Action: <br /> 1. Approve the transfer of $513,227 from the Well 32 Improvement Project (No. <br /> 13-6433) construction funds to the Bristol Street Rehabilitation from Santa Clara <br /> Avenue to Memory Lane Project (No. 25-6427). <br /> 2. Approve an amendment to the Fiscal Year 2025-2026 Capital Improvement <br /> Program to include an additional $513,227 in construction funds for the Bristol <br /> Street Rehabilitation from Santa Clara Avenue to Memory Lane Project (No. 22- <br /> 6990 & 25-6427). <br /> 3. Approve the Project Cost Analysis for a total estimated construction delivery cost <br /> of $1,153,688, which includes $922,950 for the construction contract, <br /> $138,443 for contract administration, inspection, and testing, and a <br /> $92,295 project contingency for unanticipated or unforeseen work. <br /> 4. Award a construction contract to R.J. Noble Company, the lowest responsible <br /> bidder, in accordance with the base bid and bid alternates in the amount of <br /> $922,950, for construction of the Bristol Street Rehabilitation from Santa Clara <br /> Avenue to Memory Lane Project (No. 22-6990 & 25-6427), for a term <br /> beginning July 1, 2025, and authorize the City Manager to execute the contract. <br /> 5. Determine that, pursuant to the California Environmental Quality Act, the <br /> recommended actions are exempt from further review. Categorical Exemption <br /> Environmental Review No. ER-2025-32 was filed for Project No. 22-6990. <br /> MINUTES: Councilmember Penaloza spoke in support of the item overall but <br /> requested adopting a resolution to cease and halt the widening of Bristol Street due <br /> to the project's prolonged timeline since it went into effect in 1999_ <br /> Councilmember Bacerra expressed concern regarding widening Bristol Street and <br /> project widening road projects within the City and spoke in support of the item. <br /> Mayor Amezcua spoke in support of the item and requested a plan for the future of <br /> the on-going construction for Bristol Street. <br /> City Manager Alvaro Nunez suggested pausing future projects to prioritize the <br /> Bristol Street Project, and to return in 60 days with an update on its status. <br /> MOTION: Councilmember Penaloza moved to approve the recommended <br /> action for Item No. 21 and direct staff to bring back the master plan for Bristol <br /> Street widening, seconded by Councilmember Lopez. <br /> CITY COUNCIL 17 JULY 1, 2025 <br />
