RESOLUTION NO. 2025-030 entitled A RESOLUTION OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA SUPPORTING THE MIDDLE EASTERN AND <br /> NORTH AFRICAN INCLUSION ACT (ASSEMBLY BILL 91) <br /> MOTION: Mayor Pro Tom Vazquez moved to approve the recommended <br /> action for Item No. 25, seconded by Councilmember Penaloza. <br /> The motion carried, 7-0, by the following roil call vote: <br /> AYES: COUNCILMEMBER BACERRA, COUNCILMEMBER <br /> HERNANDEZ, COUNCILMEMBER LOPEZ, <br /> COUNCILMEMBER PENALOZA, COUNCILMEMBER PHAN, <br /> MAYOR PRO TEM VAZQUEZ, MAYOR AMEZCUA <br /> NOES: NONE <br /> ABSTAIN: NONE <br /> ABSENT: NONE <br /> Status: 7—0 —Pass <br /> 26.Freedom of Information Act(FOIA) Request to U.S. Immigration and Customs <br /> Enforcement (ICE) <br /> Department(s): City Manager's Office <br /> Recommended Action: Approve submission of a Freedom of Information Act <br /> Request to U.S. Immigration and Customs Enforcement seeking records pertaining <br /> to immigration enforcement activity within the City of Santa Ana for the period of <br /> January 20, 2025 through July 1, 2025. <br /> MINUTES: Councilmember Bacerra spoke in support of the item and requested <br /> clarification regarding the uses of the potential data released. <br /> City Manager Alvaro Nunez spoke regarding potential data sharing. <br /> Councilmember Phan spoke in support of only releasing arrest record information <br /> consistent with the Public Records Act, collaborating with nonprofits assisting with <br /> family unification, and spoke in opposition to releasing information related to <br /> immigration status. <br /> Mayor Pro Tern Vazquez spoke in support of obtaining information in order to <br /> provide familial support. <br /> Councilmember Hernandez spoke in support of transparency, identifying those who <br /> are detained, and publishing ICE activity in the City. <br /> Mayor Amezcua requested to strike "and/or criminal conviction(s) or pending <br /> criminal charge(s) related to the target(s) of the enforcement action, and any <br /> records that indicate whether those violations were known to ICE at the time of <br /> arrest". <br /> CITY COUNCIL 20 JULY 1, 2025 <br />
