The following speakers addressed the City Council in person: <br /> 1. Gabriel Trujillo spoke in support of the item. <br /> RECESS <br /> MINUTES: Mayor Amezcua recessed the City Council meeting at 10:58 P.M. <br /> RECONVENE <br /> MINUTES: Mayor Amezcua reconvened the City Council meeting at 10:59 P.M. <br /> 2. Frank Atayde spoke in support of the item: <br /> 3. Aaron Saliba spoke in support of the item. <br /> Councilmember Hernandez spoke in support of the item, <br /> MOTION: Councilmember Hernandez moved to approve the recommended <br /> action for Public Hearing Item No. 30, seconded by Councilmember Bacerra. <br /> Councilmember Penaloza thanked the team for their hard work and efforts, expressed <br /> concern regarding structural deficit, and spoke regarding the transient occupancy tax <br /> (TOT). <br /> SUBSTITUTE MOTION: Councilmember Penaloza moved to approve a 10-year <br /> plan and to limit SATMD to a 3% maximum increase. <br /> Motion died due to lack of a second <br /> MINUTES: Councilmember Lopez requested clarification regarding the assessment. <br /> Wendy Haase-Roberts, Travel Santa Ana President and CEO, explained that the <br /> proposal to increase hotel taxes would allow for a 0.5% increase every two years to be <br /> implemented only if needed. She also noted to increase TOT would require voter <br /> approval through a ballot measure. <br /> Mayor Amezcua closed the Public Hearing at 9I.18 P.M. <br /> MOTION: Councilmember Hernandez moved to approve the recommended <br /> action for Public Hearing Item No. 30, seconded by Councilmember Bacerra. <br /> The motion carried, 7-0, by the following roll call vote: <br /> CITY COUNCIL 27 JULY 1, 2025 <br />
