SURANCE ON FALL NORK MAY PROCEED JI1yfIL INSURANCE EXMRF A-2025-096 ;ITY CLERK: ,aTE: JUL 2 2 2025 coA (0 AGREEMENT UNDER THE WORKFORCE INNOVATION AND OPPORTUNITY ACT Sand�$0.fhq.(P2) THIS SUBAWARD AGREEMENT, made and entered into this 2na day of July, 2025, by and between the City of Santa Ana, a charter city and municipal corporation duly organized and existing under the Constitution and laws of the State of California ("CITY and Working Wardrobes for a New Start, a non-profit corporation identified by their assigned Unique Entity Identifier(UEI)Number 0004400718 ("SUBRECIPIENT"). RECITALS: A. CITY has been designated a Local Workforce Development Area (LWDA) under the Workforce Innovation and Opportunity Act of 2014, Public Law 1-113-128 ("the Act"), Catalog of Federal Domestic Assistance (CFDA) Number 17.259 and Federal Award Identification Number(FAIN)AA253421455A6. B. The State of California has created the LWDA to administer the Act programs operated by the State of California pursuant to the Act. C. As a LWDA, CITY is entitled to receive federal funds to establish programs to increase the employment, retention and earnings of Participants, and increase occupational skills attainment by Participants, and as a result, improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the nation("said program"). D. On April 1, 2025, the City issued a Request for Proposal No. 25-019A("REP") by which it sought youth serving organizations to become members of the Youth Service Provider Network, referred to as Youth Service Providers (YSPN) to deliver a youth program for the City. SUBRECIPIENT submitted a responsive proposal that was selected by the City. A copy of SUBRECIPIENT's proposal is incorporated herein by reference if set forth in full. SUBRECIPIENT is experienced in operating workforce development programs for at-risk youth that provide preparation for secondary and post-secondary education, occupational training, and employment skills for entry into the labor market. E. SUBRECIPIENT is willing to operate said program pursuant to the Act and California law. WHEREFORE, for and in consideration of the respective and mutual covenants and promises hereinafter contained and made, and subject to all the terms and conditions hereof, the parties hereto do hereby agree as follows: I. SUBRECIPIENT'S OBLIGATIONS A. SUBRECIPIENT agrees to provide the following services pursuant to said program, as more specifically set forth in SUBRECIPIENT'S Program Narrative contained in "Exhibit A", as required to be responsive to the Federal Funding Accountability and Transparency Act (FFATA) per 2 CFR §200.332(b)(1)(ix), and in the Performance Indicators contained in"Exhibit B", per 2 CFR Page 1 of 18
