MEMORANDUM ire '
To: City Manager's Office Date: April 7, 2025
Public Works Agency
From: Construction Services
CONSTRUCTION CONTRACT EXECUTION
Subject: PROJECT NO. 23-6627 ROUSSELLE STREET FLOOD PROTECTION PROJECT
The Public Works Agency's Construction Services Division requests the final execution of the
Construction Contract Agreement for Project 23-6627 Rousselle Street Flood Protection Project.
On January 21, 2025, the City Council approved a construction contract agreement with Mike
Bubalo Construction Co. {"MB"). Following this approval, the Construction Services team requested
a Certificate of Insurance (COI) from MB to initiate the contract routing process.
Construction Services received the COI from MB on January 23, 2025, which enabled us to submit it
for review by the Risk Management Division. The COI was approved by Risk Management on
February 5, 2025. However, the final contract routing experienced delays due to inter-agency
coordination requirements. We would like to emphasize that such delays are not typical for our tearn,
and this situation is an outlier in our contract processing timeline.
To prevent any recurrence of similar delays, our team will review the existing Standard Operating
Procedure (SOP) and make revisions as necessary. These updates will reinforce clear guidelines,
streamline communication, and ensure that all contract routing tasks are completed promptly.
Please feel free to contact me at 714-647-5628 should you have any questions.
