Senator, Director <br /> Warner Widening Project and Neighborhood Reclamation <br /> This public works project has been ongoing since at least 2012 with the October 1, 2012 NOP-- <br /> Notice of Preparation of a Draft EIR, and January 8, 2015 EIR—Draft EIR. <br /> Noting the following: <br /> The project would widen Warner Avenue from Main Street to Grand <br /> Avenue, from the existing variable ROW to a consistent 110-foot ROW. <br /> Warner Avenue would have six 11-foot lanes, 14-foot raised landscaped <br /> media, 5-foot bike lanes, 4-foot parkways, and 6-foot sidewalks. The project <br /> requires City acquisition of 35 full parcels and a portion of 27 parcels. <br /> However, at this date there appears the following: <br /> 1. Material diversions from the stated intent and description used to implement eminent <br /> domain regarding acquisition of private homeowner parcels resulting in the <br /> displacement of neighborhood residents and depletion of city property tax rolls. <br /> 2. Vacant pockets of which there is discussion about making these "Pocket Parks" <br /> 3. Instead of widening the roadway to six traffic lanes, there remains only four traffic lanes, <br /> with a separate parallel lane on the north side of Warner Ave between Main and Oak. <br /> This parallel lane, separated by a concrete curb divider from the four (4)traffic lanes, prevents <br /> any touted goal of expanding Warnerfrom four (4) to six(6) traffic lanes. <br /> Thus, the intent of having six traffic lanes always was and remains, a false presentation from the <br /> beginning of this process. This clearly eviscerates the entirety of the legality of eminent <br /> domain, and the unjustifiable overacquisition of private property. <br /> This means the amount of property appropriated, was much greater than would be needed to <br /> provide a secured bicycle lane (such as on Standard Ave between McFadden and Chestnut), and <br /> also to provide safer ingress and egress from streets perpendicular to Warner (e.g. Standard, <br /> Evergreen, Cedar, Halladay, Hickory, Kilson, Oak, Rouselle, Maple, Orange, and Cypress). <br /> Before any fu rther construction is begun, or work already in progress, continued, there must be <br /> a complete project review by the City of Santa Ana, and the Orange County Grand Jury. <br /> Phone (657) 800-8065 Phone (657) 251-7001 Email: BruceSenator@outlook.com <br /> 1323B E St Gertrude PI, Santa Ana, CA 92705 P a g e 1 2 <br />
