ROLL CALL <br /> MINUTES: Recording Secretary Abigail Y. Alcala conducted roll call. <br /> Commissioners Castillo Laughton, Gawronski, Mejia, Perea, and Said, Vice Chair <br /> Carpenter, and Chair Vega were present. <br /> PLEDGE OF ALLEGIANCE <br /> MINUTES: Chair Vega led the Pledge of Allegiance. <br /> STAFF PRESENTATIONS <br /> 1. Introduction of Police Oversight Director T. Jack Morse, Esq. of Oppenheimer <br /> Investigations Group LLP <br /> MINUTES: Deputy City Manager Sylvia Vazquez briefly introduced Independent <br /> Oversight Director T. Jack Morse. <br /> Independent Oversight Director T. Jack Morse spoke regarding his experience, <br /> qualifications, and role and responsibility to the Commission. <br /> Commissioner Perea welcomed Independent Oversight Director Morse and spoke <br /> regarding the mistrust in the community related to the Police Department. <br /> Commissioner Castillo Laughton asked whether Independent Oversight Director <br /> Morse is the Independent Oversight Director for other cities. <br /> Independent Oversight Director Morse stated he is not an Independent Oversight <br /> Director for any other city. <br /> Commissioner Gawronski asked Independent Oversight Director Morse whether he <br /> would be available to the commission for questions and whether he would attend <br /> all future commission meetings. <br /> Independent Oversight Director Morse stated he would be regularly available to the <br /> commission and would be present at the Police Oversight Commission meetings <br /> moving forward. <br /> Chair Vega welcomed Independent Oversight Director Morse. <br /> PUBLIC COMMENTS--Public comments will be held during the beginning of the meeting <br /> for all comments on agenda items. Members of the public may provide comments on any <br /> agenda or non-agenda items within the subject matter jurisdiction of the commission. <br /> MINUTES: The following individual addressed the Commission in person: <br /> 1. Carl Benninger spoke regarding the decrease in gang violence in the city and the <br /> commissions'ability to review and improve police procedures. <br /> POLICE OVERSIGHT COMMISSION 2 JULY 10, 2025 <br />
