Additionally, the project is located in <br />an urbanized area, has adequate public services, and does not involve unusual <br />circumstances or significant environmental impacts. Moreover, the project does not impact <br />an environmental resource of hazardous or critical concern where designated, precisely <br />mapped, and officially adopted pursuant to law by federal, state, or local agencies. As such, <br />a Notice of Exemption, Environmental Review No. 2022-111, will be filed for this project. <br />Although the project is exempt from CEQA, an environmental consultant on the City’s <br />approved consultant list prepared technical studies to identity any potential environmental <br />impacts associated with the proposed land use. These technical studies have been included <br />as part of the staff report for the Planning Commission’s consideration. The Air Quality and <br />Greenhouse Gas (GHG) Emissions Assessment (Exhibit 8), including a Health Risk <br />Assessment (HRA), prepared for the project demonstrated that the proposed noxious use <br />would not emit a significant amount of pollutants during construction nor operations of the <br />project. Furthermore, the Noise and Vibration Impact Assessment (Exhibit 9) evaluated <br />noise levels during construction and the noise levels after the project is completed. The <br />assessment determined that the noise produced by the demolition, site preparation, grading, <br />building construction, and paving would not exceed the Construction Noise Standard <br />threshold. In addition, in order to comply with the City’s Noise Control Ordinance (Santa Ana <br />Municipal Code Sections 18-308 through 18-321), construction will not take place between <br />the hours of 8:00 p.m. and 7:00 a.m. on weekdays, weekends, and Federal Holidays. <br />Moreover, the proposed project predicted noise levels would not significantly increase <br />throughout the operation of the built-out project. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBITS <br />1.
