NO NO NO NO <br />LOCALIZED OPERATIONAL EMISSIONS <br />The proposed Project is to consist of the reuse of an existing 57,705 SF industrial building on a 4.99- <br />acre lot as a soccer training facility. According to SCAQMD LST methodology, LSTs would apply to <br />the operational phase of a proposed project, if the project includes stationary sources, or attracts <br />mobile sources that may spend long periods queuing and idling at the site (e.g., transfer facilities <br />and warehouse buildings). The proposed project does not include such uses, and thus, due to the lack <br />of signiffcant stationary source emissions, no LST analysis is needed for operations. <br />PROJECT GREENHOUSE GAS IMPACTS <br />A numerical threshold for determining the signiffcance of GHG emissions in the South Coast Air <br />Basin (SCAB) has not been established by the SCAQMD for Projects where it is not the lead <br />agency. As an interim threshold based on guidance provided in the California Air Pollution <br />Control Officers Association (CAPCOA) CEQA and Climate Change handbook, the City has <br />opted to use a non-zero threshold approach based on Approach 2 of the handbook. Threshold <br />2.5 (Unit-Based Thresholds Based on Market Capture) establishes a numerical threshold based on <br />capture of approximately 90% of emissions from future development. The latest threshold <br />developed by SCAQMD using this method is 3,000 MTCO2e/yr for all projects (51). <br />The estimated GHG emissions for Project land use are summarized in Table 8. The estimated GHG <br />emissions include emissions from Carbon Dioxide (CO2), Methane (CH4), Nitrous Oxide (N2O), and <br />Refrigerants (R). As shown in Table 8, the Project would generate a total of approximately 2,018.80 <br />MTCO2e/yr. As such, the Project would not exceed the SCAQMD’s numeric threshold of 3,000 <br />MTCO2e/yr if it were applied. Thus, the Project would not have the potential to result in a <br />cumulatively considerable impact with respect to GHG emissions. Detailed construction and <br />operation model outputs are presented in Appendix 1. <br />
