Planning and Building Agency <br />Item # 3 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Planning Commission Staff Report <br />July 14, 2025 <br />Topic: Conditional Use Permit No. 2025-14 – South Coast Technology Center (3600 S. <br />Susan Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving Conditional Use Permit No. 2025-14, as conditioned. <br />EXECUTIVE SUMMARY <br />Jeffrey Reese with C.J. Segerstrom & Sons (“Property Owner”), representing Anduril <br />Industries (“Applicant”), is requesting approval of Conditional Use Permit (CUP) No. 2025- <br />14 to allow the installation of an exterior Jet-A fuel dispenser and an interior paint booth <br />at 3600 S. Susan Street (“Project”). The applicant is requesting a CUP pursuant to Section <br />41-199.4 (Noxious Uses) of the Santa Ana Municipal Code (SAMC). The SAMC requires <br />Planning Commission review and approval of a CUP to allow the operation of a land use <br />that requires a permit from a regional, state, or federal agency to handle, store, emit, or <br />discharge regulated compounds, materials, chemicals, or substances located within one <br />thousand (1,000) linear feet of a public park, school (K-12) as defined by Section <br />11362.768 of the Health and Safety Code, or property used or zoned for residential <br />purposes. <br />Staff recommends approval of the Applicant’s request because the Project supports <br />ongoing redevelopment efforts within the Specific Development No. 58 (SD-58) zoning <br />district and helps realize the vision of the South Coast Technology Center as a viable <br />industrial and technology campus. Moreover, the project has been designed to meet all <br />health, safety, and regulatory requirements, and no adverse impacts to surrounding land <br />uses are anticipated. Lastly, the Project is consistency with the City’s General Plan and <br />meets the required CUP findings, including contributions to public safety, economic <br />development, and alignment with zoning regulations and industrial land use designations. <br />
