Planning and Building Agency <br />Item # 2 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Historic Resources Commission Staff Report <br />May 3, 2023 <br />Topic: HEMA No. 2023-02 – The Gilmaker Block (302 West Fourth Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2023-02. <br />EXECUTIVE SUMMARY <br />Mitch Huffman, representing Pintar Investment Company, is requesting approval of <br />Historic Exterior Modification Application (HEMA) No. 2023-02 for the Gilmaker Block <br />located at 302 West Fourth Street. Specifically, the applicant is requesting approval to allow <br />exterior modifications consisting of a new 4,056-square-foot rooftop addition and 1,632 <br />square-foot rooftop outdoor seating area with trellis, and renovating the existing 8,863- <br />square-foot, single-story, commercial structure to accommodate three retail spaces and one <br />restaurant. The property was listed as “Key” in 2001 in the Santa Ana Register of Historical <br />Properties. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located at the southwest corner of Fourth Street and Broadway in <br />Downtown Santa Ana. The General Plan land use designation for the site is District <br />Center-Medium High (DC-3) and the zoning district is Downtown (DT). The site contains <br />a single-story 8,863-square-foot commercial building that is an appropriately rehabilitated <br />example of the brick vernacular commercial style that was prevalent on smaller <br />commercial buildings in towns across the west. The property is known as the Gilmaker <br />Block and is a contributor to the National Register-listed Downtown Santa Ana Historic <br />District. The property is also individually listed as No. 244 on the Santa Ana Register of <br />Historical Properties (“Register”). It was placed on the Register in 2001 and was <br />categorized as “Key.” Although the resolution and accompanying executive summary <br />approving the Gilmaker Block as No. 244 on the Register could not be located, the <br />meeting minutes for the Historic Resources Commission hearing dated March 1, 2001, <br />approving the Gilmaker Block for listing on the Register, is attached to this report.
