Faux <br />windows means all existing historic window materials to remain but the windows will be <br />made non-operable. <br />Interior ground-floor reconfigurations to accommodate the new restaurant will require new <br />uses located at the buidling’s rear, which include a new kitchen and new circulation (stairs <br />and elevator) to access the second story, as well as a new trash room with below-grade <br />grease interceptor and new mechanical, electrical, and gas meter rooms. A new interior <br />lobby will be accessible from the east facade along Broadway. <br />A new, single-story rooftop addition and outdoor seating area with trellils will be <br />associated with the downstairs restaruant. The addtion will include a kitchen, bar, and <br />seating/lounge area. The addition will be 16 feet 6 inches tall and have rectangular <br />massing that will be subordinate to the historic building. The majority of the addition will <br />be setback 31 feet from the north and east facades, with a small projection at the <br />southeast end located 15 feet from the east facade. Most of the addition will be 15 feet 3 <br />inches from the rear (south) façade, with a small portion abutting the rear property line in <br />order to accommodate an internal staircase. Rooftop seating will be situated below a <br />dark-colored, partially covered aluminum metal trellis and will be enclosed by a wire mesh <br />metal railing and planters which wrap around the building addition to the north and east. <br />Rooftop seating will be setback 15 feet from both the north and east facades. The addition <br />will have a simple design to be compatible yet differntiated from the historic building. It <br />will have a flat roof and parapet; similar brick wall cladding to the historic building with a <br />darker shade of brick laid in a different bond pattern; decorative details that reference the <br />historic building’s white brick string courses; and similar fenestration patterns (window <br />openings and bays) as the historic building. <br />New ground-level outdoor seating will be located along Fourth Street, adjacent to the <br />three commercial storefronts, and along Broadway near the new roll-up doors. <br />Analysis of the Issues <br />As proposed, the project will follow the Secretary of the Interior’s Standards (SOIS) for <br />the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, <br />Restoring, & Reconstructing Historic Buildings (Kay D. Weeks and Anne E. Grimmer, <br />revised 2017). The proposed exterior modifications would be considered a rehabilitation <br />project and as such be evaluated against ten criteria. Staff has reviewed the proposed <br />modifications in comparison to the SOIS. The following is a review of the findings as they <br />pertain to the applicable criteria, and paraphrase of the SOIS analysis stated in ARG’s <br />Memorandum dated January 18, 2023 with a revised date to reflect updates as of April 6, <br />2023: <br />  <br />    <br />
