been completed without permits and directed the owners to obtain permits within 30 days <br />of the notice, and to contact the Santa Ana Planning and Building Agency for permit <br />information in regards to Santa Ana Municipal Code (SAMC) requirements. <br />On February 9, 2022, the building contractor obtained Planning Division approval for a <br />revised project scope of work to include additional structural information, which was <br />required by the Building Division. That same day, the contractor submitted building, <br />mechanical, electrical, and plumbing plans for the remodel/interior alterations to the nine <br />apartment units. Between the initial Planning Division approval for interior alterations and <br />the applicant’s permit application with the Building Division, the resubmitted plans to the <br />City were modified to address building code requirements and the scope of the work was <br />expanded to included exterior modifications, largely impacted by the interior <br />reconfiguration work. The exterior work included alterations to the entry doors, windows, <br />and staircases, among other alterations to the exterior desired by the applicant. Building <br />permits were issued on May 9, 2022, for the work which inadvertently included the <br />exterior modifications that were erroneously approved to be a part of the original scope <br />of work. The exterior changes included in the plans architecturally impacted the defining <br />characters of the building and should have been required to undergo the Neighborhood <br />Review and Historic Exterior Modification Application (HEMA) process but were <br />inadvertently permitted as discussed above. <br />On April 25, 2022, a Notice And Order To Repair Or Abate was issued to the subject <br />property following a property fire. The notice identified the following unlawful conditions <br />based on city staff site inspection: 1) Unsecured building/blighted vacant structure; 2) <br />dangerous building/fire damage; and 3) Permits and final inspection required. <br />On June 13, 2022, following the fire damage and notice, the building contractor obtained <br />Planning Division approval for interior repairs to address the fire damage. Specifically, the <br />approval was for floor joist repairs for apartment units 1108 and 1112 N. Lacy Street. <br />Building permits were subsequently obtained on July 7, 2022 for the same work. <br />On December 16, 2022, the applicant applied for a new electrical permit with the both the <br />Planning and Building divisions. The work included relocating the service meters (10 total <br />meters, one general and 9 sub-meters) to a location approved by Southern California <br />Edison (SCE). The electrical permit was subsequently issued by the Building Department <br />on June 21, 2023. <br />On March 30, 2023, the property owner submitted a request to the Building Division for a <br />change of contractor. The request included the cancellation of all previously issued <br />building, mechanical, electrical, and plumbing permits issued to the original contractor. <br />New building, mechanical, electrical, and plumbing permits were issued under the new <br />contractor’s State contractor’s license. <br />In June of 2023, Planning Division staff was made aware by the French Park Architectural <br />Review Committee (FPARC) of exterior alterations to the building that were outside of the <br />Planning Department approval previously issued.
