Planning and Building Agency <br />Item # 3 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Historic Resources Commission Staff Report <br />November 2, 2023 <br />Topic: HEMA No. 2023-08 – The Cypress Fire Station (625 South Cypress Avenue) <br />RECOMMENDED ACTION <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2023-08. <br />EXECUTIVE SUMMARY <br />The City of Santa Ana (owner and applicant) is requesting approval of Historic Exterior <br />Modification Application (HEMA) No. 2023-08. Specifically, the request is to allow exterior <br />modifications consisting of a partial restoration and rehabilitation of the Spanish Colonial <br />Revival style Cypress Fire Station, which is the oldest fire station in Santa Ana. Built in 1928, <br />it was originally known as Fire Station No. 4, and is located at 625 South Cypress Avenue. <br />The exterior restoration scope includes full restoration of the primary (west) façade and <br />removal of a 964-square-foot non-original and non-contributing rear addition in order to <br />restore the original building footprint. New interior configurations of the existing space, and <br />alterations relating to Americans with Disabilities Act (ADA) compliance, will require <br />rehabilitation of exterior features, including removal/relocation of some doors and windows <br />on secondary facades. The property was listed as “Key” in 2002 on the Santa Ana Register <br />of Historical Properties. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located on the east side of South Cypress Avenue in the Pacific <br />Park neighborhood in Santa Ana. The General Plan land use designation for the site is <br />Low Density Residential (LR) and the zoning district is Two-Family Residential (R2). The <br />site contains a 4,227-square-foot, Spanish Colonial Revival style institutional building, <br />with an attached, non-original and non-compatible enclosed carport addition to the <br />building’s rear, on a 7,500-square-foot residential lot. The property is comprised of the <br />oldest fire station in Santa Ana, historically known as Fire Station No. 4. Its historic <br />resource name/common name is the Cypress Fire Station.
