Cypress Avenue) <br />November 2, 2023 <br />Page 11 <br />3 <br />7 <br />9 <br />0 <br />In conclusion, staff has determined that the project complies with The Secretary of the <br />Interior’s Standards for Rehabilitation and The Secretary of the Interior’s Standards for <br />Restoration. Specifically, the restoration of the primary (west) façade, leaded window at the <br />north (side) façade and additional windows throughout the secondary facades, along with <br />the removal of the rear addition, will restore a majority of the Spanish Colonial Revival style <br />fire station property back to its original 1928 state while allowing for a new use. The minimal <br />removal of windows and doors on the secondary and rear facades will facilitate the new <br />tenant improvements along with new ADA access without removing a majority of character- <br />defining features. By localizing the rehabilitation scope of work to the secondary and rear <br />facades, away from the primary façade, and by differentiating the new work from the old, <br />the property will maintain its historic and character-defining features. <br />The role of the Historic Resources Commission is to issue a Certificate of Appropriateness <br />upon finding that the proposed modifications do not substantially change the character and <br />integrity of the historic properties per Santa Ana Municipal Code Section 30-6, meet the <br />Secretary of Interior’s Standards per CEQA and the City’s Certified Local Government <br />agreement with the State of California. Staff finds that the historic exterior modification <br />application meets the necessary criteria to be awarded a Certificate of Appropriateness and <br />should be approved. It is also recommended that staff approve the exact materials and <br />finishes to be used prior to installation to ensure quality and compatibility. <br />Public Notification <br />The project site was posted with a notice advertising this public hearing, a notice was <br />published in the Orange County Reporter and mailed notices were sent to all property <br />owners within 500 feet of the project site. In addition, staff contacted the Pacific Park <br />Neighborhood Association to ensure they were aware of the project and public hearing. <br />At the time of this printing, no correspondence, either written or electronic, had been <br />received from any members of the public. <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended action is <br />exempt from further review under Section 15331, Class 31, as this action is designed in <br />a manner consistent with the Secretary of Interior’s Standards. Based on this analysis, a <br />Notice of Exemption, Environmental Review No. 2023-108 will be filed for this project. <br />FISCAL IMPACT <br />The City of Santa Ana will incur all fiscal impacts associated with this action. <br />EXHIBIT(S) <br /> <br /> <br />
