Planning and Building Agency <br />Item # 2 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Historic Resources Commission Staff Report <br />July 15, 2024 – Special Meeting <br />Topic: HEMA No. 2024-03 – The St. Thomas-Hamilton House (1002 N. French Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2024-03 as conditioned. <br />EXECUTIVE SUMMARY <br />Carlos Bustamante, with Urban Living Properties, LLC (property owner and applicant), is <br />requesting approval of Historic Exterior Modification Application (HEMA) No. 2024-03 for <br />the property addressed as 1002, 1004, and 1004 ½ N. French Street; and 313, 313 ½ and <br />315-317 E. Tenth Street (collectively 1002 N. French Street). Specifically, the request is <br />to allow exterior modifications consisting of a porch rehabilitation to remove a non-original <br />porch enclosure; restoring existing exterior doors, mouldings, porch posts, and other <br />character-defining features (e.g., brackets, balustrades, frieze, spandrels, and skirting); <br />removal of non-original wood railings on the concrete stoops to be replaced with metal <br />railings and concrete pier walls; and installation of metal guardrails/handrails to provide <br />access to a two-story addition. The property is known as the St. Thomas-Hamilton House, <br />and is a contributor to the National Register-listed French Park Historic District. <br />DISCUSSION <br />Project Location and Site Description <br />The subject property is located at the northwest corner of French and Tenth Street in the <br />French Park National Register Historic District. The General Plan land use designation <br />for the site is Low Density Residential (LR-7) and the zoning district is Specific <br />Development Plan No. 19 (SD-19), also known as the Historic French Park District. The <br />site is currently developed with seven-unit, multi-family complex on a 9,200-square-foot <br />residential lot. The oldest portion of the development is a 1898 Colonial revival style, <br />single-story multi-family residence known historically as the St. Thomas-Hamilton House. <br />A two-story addition is erected along the west side of the home, designed in a simple mid- <br />century vernacular style with three, one-car garages on the ground floor.
