HPPA No. 2024-08 – The Duggan House (825 North Lacy Street) <br />July 15, 2024 <br />Page 2 <br />4 <br />3 <br />5 <br />4 <br />agreement generates a different valuation method in determining the property’s assessed <br />value, resulting in tax savings for the owner. Aside from the tax savings, the benefits <br />include: <br />•Long term preservation of the property and visual improvement to the neighborhood <br />•Allows for a mechanism to provide for property rehabilitation <br />•Provides additional incentive for potential buyers to purchase historic structures <br />•Discourages inappropriate alterations to the property <br />Prior to historic listing, in 1989 the subject historic building was relocated to the existing <br />parcel. That same year, a new two-car garage was permitted as well as a Site Plan <br />Review for renovation and a rear addition to the subject property. The Site Plan Review <br />project included extending the kitchen and bathroom, and adding a new laundry room at <br />the building’s rear, remodeling the second floor, and extending the second floor deck. It <br />was noted during the 2024 site visit that all aforementioned items were implemented at <br />the subject property. <br />In 2002, the Historic Resources Commission placed the Duggan House on the Register <br />and within the “Landmark” category for its distinguishing characteristics of the Queen <br />Anne (Late Victorian), Craftsman and Colonial Revival styles. Character-defining exterior <br />features of the Duggan House that should be preserved include, but may not be limited <br />to: All original and restored exterior features of the Duggan House, including materials <br />(wood) and finishes (siding); roof configuration and detailing; turret; bay and other <br />windows (including surrounds); front door; porch details; and architectural details such as <br />brackets, rafter tails, and columns. <br />Additional future improvements proposed by the homeowner during the initial ten years <br />of the Mills Act Agreement include reroofing, removing the internal masonry fireplace and <br />chimney due to structural safety concerns and repairing the external wood chimney like- <br />for-like, repairing all windows and framing throughout as needed, repairing window <br />screens as needed, addressing termite damage, and repainting the exterior. During staff’s <br />site visit, the following were noted and added to the Mills Act Agreement work plan: <br />replace the north side door with period-appropriate door and hardware, replace exterior <br />lighting with period-appropriate lighting, replace plastic door screens with period- <br />appropriate wood screens, replace gutters with compatible material and style, repair <br />siding as needed and like-for-like, and replace the garage door with a period-appropriate <br />door. Staff will ensure that the proposed work will be done sensitively and will maintain <br />the property’s character-defining features as part of the Mills Act Agreement for this <br />property. <br />As part of the Mills Act approval process, staff will work with the applicant to ensure that <br />a bronze plaque is installed honoring and recognizing the structure. The plaque will <br />include the historic name, address, year built, and local historic register designation. <br />Lastly, the site will be subject to general maintenance and upkeep requirements including, <br /> <br />Historic Resources Commission 72 7/15/2024 <br />
