Planning and Building Agency <br />Item # 2 <br />City of Santa Ana <br />20 Civic Center Plaza, Santa Ana, CA 92701 <br />Historic Resources Commission Staff Report <br />November 7, 2024 <br />Topic: HEMA No. 2024-04 – The C.J. Young House (2208 North Flower Street) <br />RECOMMENDED ACTION <br />Adopt a resolution approving a Certificate of Appropriateness for Historic Exterior <br />Modification Application No. 2024-04 as conditioned. <br />EXECUTIVE SUMMARY <br />Vy Lam Han and Stephanie Tuhan Phan (property owners and applicants), are requesting <br />approval of Historic Exterior Modification Application (HEMA) No. 2024-04 for the residential <br />property addressed as 2208 North Flower Street, which is a contributor to the National <br />Register-listed Floral Park Historic District and known as the C.J. Young House. The <br />property is not listed individually on the Santa Ana Register of Historic Properties, or any <br />other historic register. However, the Floral Park Historic District was listed on the Natonal <br />Register on February 10, 2023, and, as such, 2208 North Flower Street meets the <br />definition of “historic property” pursuant to Santa Ana Municipal Code (SAMC) Section <br />30-1.5. Specifically, Section 30-1.5 states that a property “listed on the federal, state or <br />local register of historical properties” qualifies as a “historic property” for the purposes of <br />SAMC Chapter 30. <br />Furthermore, pursuant to Section 30-6, exterior modifications to a historic property are <br />subject to the approval of the Historic Resources Commission (HRC), except types of <br />modifications the HRC has identified as subject only to administrative review. HRC <br />guidance specifies that major modifications to a historic property are subject to <br />commission review and minor modifications to administrative review. The proposed <br />project consists of major modifications, including the removal and replacement of <br />windows, and is therefore subject to HRC approval. <br />Specifically, the request is to allow the interior remodel of single-family residence to <br />include demolition of partition walls and floor plan reconfiguration for kitchen, dining room, <br />family room, primary bedroom and laundry room. Exterior work along the primary (east) <br />elevation includes removal of an existing vinyl sliding window for a new steel casement <br />tripartite window and the like-for-like replacement of three metal casement windows, while <br />the north elevation includes the removal of a horizontal sliding door for two new metal <br /> <br /> <br />
